Cannot Import ContentRepositoryURI wsdl file Into Visual Studio 2008

Problem

In Visual Studio 2008, customer is trying to add a 'Service Reference' with a URL pointing to http://:/cr-ws/services/ContentRepositoryURI?wsdl There is an error in the VS Error List stating that it was unable to import the wsdl file. There is 1 error and 3 warning messages.
