Summary

Can not access administration console and get error message:
CPS-COM-4408 The "com.cognos.cps.bseries.xts.request.nav.NAVRequest" request encountered an error while initializing.
PF-COM-6204 The complete error has been logged.

Environment

Newly installed 11.0.12

Use Oracle database as content store

Steps

Solution:

Two version of the ojdbc file (in this case are ojdbc6.jar and ojdbc7.jar) were in <installation location>/driver folder.  Needed to stop the environment and remove the ojdbc6.jar file.
