BPX1AIO service fails with return code 0079 and undocumented reason codes

Problem

Multiple IST1646I and IST1647I messages are displayed upon starting AnyNet when TCPaccess is used for TCP/IP network access. The messages identify BPX1AIO as the failing z/OS UNIX callable service. The return code displayed is 00000079, and the reason codes include C2130004 and C2020001.

Cause

You may see the following error messages when trying to start AnyNet:
IST1646I BPX1AIO RECVMSG FAILED FOR SOCKET DESCRIPTOR 00000000
IST1647I RETURN VALUE FF RETURN CODE 00000079 REASON CODE C2130004
IST1646I BPX1AIO ACCEPT FAILED FOR SOCKET DESCRIPTOR 00000001
IST1647I RETURN VALUE FF RETURN CODE 00000079 REASON CODE C2020001
