Bot fails with "fetch global values failed" error using IBM Robotic Process Automation with Automation Anywhere 19.x

Problem

Running IBM RPA with Automation Anywhere v19, the Bot fails with the following error:

Symptom

Bot fails with this error after 20 minutes.
