Problem
When a job is submitted with a resource name, it fails with
AWSBDW006E Jobman could not run a job or check an external dependency because an internal system call failed. The error number is: Resource temporarily unavailable
Symptom
BATCHMAN:+ AWSBHT001E The job "TLRHP2#LMGWSTRPB_11725[(0800 10/19/21),(LMGWSTRPB_11725)].L1MGW86" in file "/upg/prd/bin/ris/mgw/l1mgw86 1>>`MULTIoutput l1mgw86` 2>&1" has failed with the error: AWSBDW006E Jobman could not run a job or check an external dependency because an internal system call failed.
