1. Why do RTM graphs sometimes have inconsistent scale? What does "m" mean? 2. How can auto-scaling be disabled in RTM graphs?
Answer
1. RTM by default uses auto-scaling to lower down it's numbering to match the data. Let's take the below example to explain it further:
This graph shows the number of pending jobs that are associated with a named job group. Current, average, and minimum and maximum values are shown. The following graph is meant to be interpreted as meaning on average, there is less than one pending job on average over the averaged reporting period. For example, for averages over 30-minute periods, if 1 job was pending for 10 minutes and no jobs were pending for the next 20 minutes, it would be reported as "1 third of a job" or "333 milli-jobs i.e. 0.33 jobs". As with all Platform RTM graphs, understanding the source of the data is useful in interpreting the results.

2. Follow the below procedure to disable auto-scaling in RTM graphs:
Go to Console > Management > Graphs > Click on the graph title > hit "Edit Graph Template" > uncheck Auto scale option.
NOTE:
a. One drawback of this is, all the graphs which are using this graph template will be impacted.
b. Disabling it may make many graphs appear to be empty, as they won't be scaled to the lower numerical values
c. It is not recommended to disable auto-scaling for the above reason.
