Local fix

• Disable monitoring of STORAGE EVENT and STORAGE SAMPLE data in
  MONITOR.

  With VM66173 applied and monitor running an ABENDPRG040 ALET
  SPEC EXCEPTION may occur at HCPALF+DE0.  No reconfigurable
  memory is necessary for the abend to occur, only that monitor is
  running and collecting STORAGE data.  Entry point HCPALFUT is
  used by monitor to collect statistics about past frame table
  scans.  Entry point HCPALFUT is new with VM66173.  Module HCPALF
  is a module that runs in Access Register addressing mode (AR
  mode).  Entry point HCPALFUT fails to clear the access registers
  it will use to address memory that is used to maintain
  statistics for each CPU.  HCPALFUT was entered (in AR Mode) with
  a non-zero value in AR1 which resulted in the ABEND when R1 is
  loaded with an address and an attempt is made to access that
  memory.
  

Problem conclusion

• PEVM66173 Code was added in HCPALFUT to clear the access
  registers upon entry.
