Error Description
When redeploying a web service through IBM Web Administration
GUI, the redeploy wizard is not picking up the designation of
the parameters previously deployed (causing the need to set
input/output again).

Problem Conclusion
Fix the issue that struct usage value is not retrieved from PCML
when redeploy Web Service.
