Error description

• Extract Constant action will fail for ILE RPG source in the
  Remote Systems LPEX Editor of Rational Developer for i (RDI)
  9.6.0.8 if a global specification has not been defined.
  

Local fix

• Define at least one global specification, such as a constant, in
  the source member.
