SE71085: RDI 9.6.0.5 RESTARTING RDI WITH OPEN MEMBERS AND NO CONNECTION TO THE HOST CAUSES AN EXCESSIVE NUMBER OF CONNECTION DIALOGS

Error description

• When starting Rational Developer for i (RDI) 9.6.0.5 when it is
  not able to restore IBM i connections then an undesired number
  of dialogs will be presented.  The issue will be made worse by
  having more open source members when restarting.
