Abstract
OSP-OTHER-LOOP JOBS WILL NOT END.
Error Description
Jobs will not end, but taking cpu. servicedocs collection shows
loop in RmslLockCheck. However, further investigation using MSD
showed QSPFILES is involved in the loop.
So far, we have only seen this symptom on lpars using iasp.

Problem Conclusion
All of the QSPL/Q04079N* database files are marked damaged in
the QSPFACB allocation table, so QSPFILES is unable to create a
new file member to contain the spooled file. QSPFILES is stuck
in a loop looking for a file that it can use.
This PTF will have QSPFILES exit its loop if there no usable
files in the QSPFACB control block. QSPOPEN will then issue a
MSGCPF4183, and you will need to IPL to rebuild QSPFACB to allow
spooling. A limited number of spooled files can be created
before the IPL if you delete some unneeded spooled files,
freeing up their members for reuse; first make sure the
QRCLSPLSTG system value is not *NONE.
This error is being caused by varying-off an ASP device. The
vary off is not waiting for system jobs that have done a
SETASPGRP to the device to complete before taking it offline.
QSPFACB can be corrupted when these jobs try to generate joblogs
and get an MCH3402 exception accessing the QSYS library. APAR
SE64069 has been opened to fix this problem.

Circumvention
Change the QLOGOUTPUT system value to *PND or *JOBLOGSVR to
prevent the system jobs from spooling their own joblogs during
job termination.
