Error description

• When using Rational Developer for I 9.1.0 to perform non-batch
  compiles on an IBM 7.2 host the Commands Log view does not
  always show the command messages.  This can result in the Remote
  Error List view not being populated.
  

Local fix

• Add the library QDEVTOOLS to the library list.
