Error description

• When trying to manually convert ILE RPG to the new free-form
  constructs if you insert spaces to move the H from an H-Spec to
  column 8 then press CTRL+Space to prompt the CTL-OPT selection
  is not offered even though it would be valid at this point.

• Manually type in CTL-OPT
