Error description

• When there are a number of filter pools that are not currently
  ordered adding a new one causes them to be presented in a sorted
  order. This can make the added pool "vanish" as it is not where
  the user expects it to be.

  If a user tries to create a filter pool with a name that is
  already in use then the order of filter pools gets messed up.
  

Problem conclusion

• This fix prevents users from creating filter pools with a
  preexisting name so that the filter pool order is not able to
  get messed up.
