Error description
When there are a number of filter pools that are not currently ordered adding a new one causes them to be presented in a sorted order. This can make the added pool "vanish" as it is not where the user expects it to be.

Problem conclusion
This fix prevents users from creating filter pools with a preexisting name so that the filter pool order is not able to get messed up.
