Problem Summary

The CRTPFRDTA job fails due to escape CPF7306 while adding a
member to file QAPMJOBSR. The file was locked by another job.

Problem Conclusion

Members are added to QAPMJOBSR only when there is data available
to report.  The start of a save operation caused data to be
available. CRTPFRDTA could not add the collection member to the
file because it was locked by the save operation.

Members will now be added to the QAPMJOBSR and QAPMTAPE files at
the beginning of CRTPFRDTA similar to other standard files.
