Error description

• it is expected that the first update of an element sets the
  major version in the release once the activity is completed.
  Then this major version is kept for next updates and the minor
  version is increased.
  However the completion of the activity
  that generates the first update of an element set the major
  version based on the activity and not the release as documented
  .
