Error description

• When there are many baselines and projects in Decision Center
  performing the action "new project from DC" in RD takes a long
  time.

Problem conclusion

• After investigation it turns out that we retrieve the list of
  all baselines from the server for each project of the decision
  service.
  This is not really an issue if the call is quick when the number
  of baselines is reasonable but for customers with an important
  number of baselines this is really noticeable.
