Error description

• The issue is that simply following:
  https://www.ibm.com/support/knowledgecenter/SSQP76_8.10.x/com.ib
  m.odm.distrib.install/topics/tsk_inst_insights_wdt.html
  doesn't let you install IBM Liberty Developer Tools successfully
  and we need to modify the topic in the following way:
  
  Procedure:
  
     -Download
  libertytools-update-site_19.0.0.3.v20190326_1423.zip from
  https://developer.ibm.com/wasdev/downloads/#asset/tools-IBM_Libe
  rty_Developer_Tools_for_Eclipse_Oxygen, which is the right
  version for V8.10.2, and save it to a location of your choice.
  (N.B. Not sure if later versions are going for different
  versions)
  -Open Insight Designer and go to Help > Install New Software...
  .
  -Click on Manage... > Add... .  Put
  http://download.eclipse.org/releases/oxygen in the Location
  field and click OK.  Make sure no other sites are enabled.
  -Click Apply and Close.
  -Click on Add... > Archive and find the
  libertytools-update-site_19.0.0.3.v20190326_1423.zip you have
  saved.
  -Click OK and select all the features provided in the zip.
  -Accept the terms of the license and select Finish.
  -A dialog proposes to restart Eclipse. Select Restart Now.
