APAR status

• Closed as program error.

Error description

• Even though permission "Create Action Rule" is granted,  "Copy
  selected items" is not available in Business Console.
  By contrast, the "Move"command is enabled if one type among the
  possible ones can be updated.
  The "Copy" command should be available if one type can be
  created, like for the "Move" command.
  

Local fix

• Set permission "create" and "update" for all types visible in
  decision artifacts
  

Problem summary

• The check on permissions check whether every class of object
  can be created by the user. This is limiting the action.

• The code is fixed
