Error description
CPLEX currently accepts a MIP start whose objective is worse than the cutoff value. While the MIP start is not calculated by the branch and bound algorithm, accepting it violates the meaning of the cutoff parameters: if the model does not contain a solution that is at least as good as the cutoff value, then the model should be declared infeasible.
Local fix
One could address this with an incumbent callback function that implements the cutoff test directly. But, that involves a nontrivial amount of work (and disables dynamic search) so we recommend upgrading to 12.2.0.1.
Problem summary
Minor bug unlike to be an issue for any users. But, CPLEX doesn't properly apply a non default cutoff value to a MIP start.
