Error description
An empty constraint should be accepted (and essentially ignored) in the optimization that follows any specification of a model. However, the Matlab toolbox functions do no properly handle such empty constraints. Example: cplexmiqp(eye(2),[0;0],[],[])
Local fix
There is never a real need to include an empty constraint in the model specification. If the constraint is empty, don't include it. However, if it is convenient to do so, download CPLEX 12.2.0.1, which fixes the problem.
Problem summary
Constraints without any nonzero entries should be acceptable, yet the MATLAB API has some toolbox API functions that don't accept them.
