  * PROBLEM DESCRIPTION: HSSR Engine receives an open error      *
  *                      (IEC143I 213-9C) for an OSAM dataset    *
  *                      of HALDB.                               *

  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  The HSSR engine receives an open error (IEC143I 213-9C) for an
  OSAM dataset of HALDB.  For non-HALDB, when the HSSR engine
  processes with CO control statement, this error occurs.
  
  The error indicates a conflict of the OPEN/CLOSE status
  between DCB and DCBE, its cause is that the HSSR engine uses
  the DCBE that was defined by IMS.
  
  The open error will be occur after applying APAR PQ83940 for
  IMSV7, APAR PQ83941 for IMSV8, or APAR PQ83942 for IMS V9.
  

Problem conclusion

• The module FABH021 has been modified as to copy both DCB and
  DEDB before issuing the DFSOSAM macro.
  
  This maintenance can be applied whether the IMS maintenance was
  applied or not.
