when it finds the following segment occurrence
in a non-HALDB:
- defined as PTR=NOTWIN in DBD
- with VL(variable-length split) pointer

HD Pointer Checker erroneously issues ABEND U3590 with
FABP3590E message:
   FABP3590E INVALID POINTER OR SEGMENT CODE IN SEGMENT
             STATISTICS TABLE
when it finds a segment occurence which meets both of the
following conditions in a non-HALDB:
-The segment is defined as PTR=NOTWIN in the DBD
-The segment occurence has a VLS(variable-length split) pointer
