• Closed as program error.

Error description

• The input control statement
  SORTFSZ E15000
  is being interpretted as 515000.  When the value is packed,
  the character E, which is X'C5', ends up as 5.
  

Local fix

• Omit the E.  It is not needed.  The value is already considered
  to be ESTIMATED.

Problem conclusion

• SORTFSZ values are checked for numerics. If the check fails,
  control statement error is being reported and Index Builder
  abends.
