index, it is in fact a primary panel IDLSDSS2 shows this
clearly.

THE COLLECT FUNCTION INCORRECTLY SET A PRIMARY INDEX DATABASE
TO A SECONDARY INDEX. THE ERROR APPEARS ON PANEL IDLSCTL3 DURING
THE COLLECT PROCESS OR IN THE REVIEW OF COLLECTED DATA ON PANEL
IDLSDSS1.
