  * PROBLEM DESCRIPTION: When invoking IMS Index Builder V2.2    *
  *                      under IPR with DFSURWF1 DUMMY, IB       *
  *                      behaved like processing an empty        *
  *                      workfile, no index records have been    *
  *                      read, all indexes have been             *
  *                      initialized, and unexpectedly RC=16     *
  *                      has been issued.                        *

  * RECOMMENDATION: INSTALL CORRECTIVE SERVICE FOR APAR/PTF      *
  ****************************************************************
  The failure was caused by Index Builder issuing DYNALLOC when
  under IPR to check if DFSURWF1 is allocated as DUMMY.
  

Problem conclusion

• IMS Index Builder V2.2 does not issue DYNALLOC when under IPR.
  If no index records are being passed through IPR pipes, IB will
  always initialize the indexes selected.
