Error description
Status key 96 applies to QSAM files as well. It is issued when CBLQDA(OFF) is specified and no DD statement available for the file being created. Page 192 of the IBM SAA AD/Cycle COBOL/370 Language Reference (SC26-4769-00) manual indicates that SK96 is for VSAM only. This is incorrect.

Problem conclusion
Change the following two publications: 1.) IBM SAA AD/CYCLE COBOL/370 Language Reference, SC26-4769-00, add to Table 31 under Status Key 96 on page 192 the following change: "96 For VSAM and QSAM: No DD statement specified for this file." 2.) IBM SAA AD/CYCLE COBOL/370 Migration Guide, SC26-4764-01, Figure 22, page 106 under NOCMPR2 column for QSAM files after File Status 90, add File Status 96.
