PM99453: clearmake check for local host is faulty

Error description

Rational Clearmake uses a simple string compare to check if the
build that has just completed is local or remote (a
not-domain-extended short hostname).  The abe process uses
gethostname to get a domain-extended hostname.  So this check
always fails and the cache is always invalidated on a local
parallel build with associated performance penalty. &#65462;
