Error description

• The Load API returns status code LC when a partition selection
  exit is used for PHIDAM and the exit assigns a partition ID out
  of the high-key range.

  Load API returns status code LC when a partition selection exit
  is used for PHIDAM and the exit assigns a partition ID out of
  the high key range.
  In this case, the root key of the first segment in the partition
  can be less than the root key of the last segment in the
  previous partition. The Load API mishandles such a situation
  as an out of sequence condition.
  

Problem conclusion

• Load API has been modified to check an out of key sequence
  condition correctly.
