  *                      PM86913) the queue manager may become   *
  *                      unresponsive to commands after the      *
  *                      RESET QSTATS command has been issued.   *

  APAR PM86913 introduced a problem in CSQM1RQS (the RESET QSTATS
  callback routine) such that it tries to get a latch on a shared
  queue's IVSA.csObjectLatch and if it fails then it retries after
  the retry_wait interval. However this variable has been declared
  incorrectly and therefore the intended 20ms interval is
  calculated to be a very large value causing the queue manager to
  become unresponsive to commands.
  While in this wait applications may experience delays during
  open queue processing.
  

Problem conclusion

• CSQM1RQS has been changed so that retry_wait is correctly
  defined.
