    APAR PM86913 introduced a problem in CSQM1RQS (the RESET QSTATS
    callback routine) such that it tries to get a latch on a shared
    queue's IVSA.csObjectLatch and if it fails then it retries after
    the retry_wait interval. However this variable has been declared
    incorrectly and therefore the intended 20ms interval is
    calculated to be a very large value causing the queue manager to
    become unresponsive to commands.
    While in this wait applications may experience delays during
    open queue processing.
    

Problem conclusion
