Error description

APAR Description:
IBM Rational ClearTeamExplorer (CTE) Logging and Exceptions are
handled inconsistently and should be
uniformly handled. In some cases it logs the information to the
eclipse log and some times to the console.

All CTE logging should be logged in the Eclipse log unless the
user changes this with the Eclipse '-consoleLog'
flag.

WORKAROUND:
None.
