PM97301: UNABLE TO MODIFY PERMISSIONS OF AN OBJECT UNLESS USER IS LOGGED INTO ALL AVAILABLE NAMESPACES AFTER APPLYING FP1 FOR 10.2.1

Error description

• When trying to modify/extend the permissions of any Cognos
  Connection object, the below error is thrown when the following
  conditions are all true:  1. There are multiple external
  namespaces available in the Cognos environment (Namespace A and
  Namespace B).  2. The object being modified currently has in its
  access permissions list a reference to a user/group/role from
  Namespace A and Namespace B.  3. The user is only logged into
  Namespace B, and is attempting to add a user/group/role from
  Namespace B to the object's access permissions list.   Error:
  Unexpected exception while executing the xml pipeline process
  ?stage_d0n327? ....  Note: The error does not occur when the
  user is logged into both Namespace A and Namespace B, and only
  started occurring after applying FP1 for 10.2.1.
