Error description
Problem seems to mirror that described by PM94502 for z/OS 2.1: 12596 - When multiple stacks in a sysplex are sharing the same OSA and a Dynamic VIPA (DVIPA) moves from stack A to stack B, there is a race condition between stack A deleting the Routing Variable and stack B adding the Routing Variable for that DVIPA.
