PM96877: FSETPOS FAILS WITH EDC5060I FOR CONCATENATED VB FILES

Error description

• Customer 'c' test program has revealed that the fsetpos library
  function fails for concatenated VB files.
  EDC5060I An invalid file position was passed to the fsetpos()
  function (errno2=0xC0490004)
  CRuntime sp82 peg providing the error when it finds both the
  block number and position are unknown. We do set the position to
  zeros, which is appropriate for a concatenated dataset. The
  relative block number '0' should be OK in this case.
