Error description

• Data from the QM off-load table containing implicit qualifiers
  with value 00000000 causes XML parse error when saving the
  captured statements as a workload in OQWT.
  This APAR will blank fill the IMPLICIT_QUALIFIER field when
  being written to the DB2 offload tables if this field is NULL
  values.
