Error description

• FABH0606E for empty multi-volume OSAM data set for 2nd or later
  DSG.
  

Local fix

• Error can be avoided by conforming to the IMS guide for
  allocating multi-volume OSAM data sets.
  

Problem summary

  MSGFABH0606E and ABENDU4013 are issued when an OSAM multi-volume
  data set on non-SMS-managed DASD meets all of the following
  conditions:
  - No segment occurence has been loaded or inserted
  - No extent is not allocated on the 2nd volume
  
   FABH0606E OBTAIN MACRO FAILED ON DDNAME: xxxxxxxx (RC=08)
  

Problem conclusion

• This APAR fixes the problem described in the Problem Description
  field.
  
  After opening each OSAM data set, the HSSR engine issues
  the OBTAIN macro to detect an incorrect condition, which is
  the last used block number of the data set (DCBRBASN) shows
  non-zero although the last used block number on volume
  (DS1LSTAR) shows zero for all the volumes.
  
  However, the OBTAIN macro fails with RC=08 for the volume
  in which no extent has been allocated.
  
  This APAR modifies the HSSR engine as not to issue the OBTAIN
  macro for volumes of an OSAM data set whose last used block
  (DCBRBASN) shows zero.
