Error description

During WebSphere application deployment multiple and repetitive
errors are recorded in the SystemOut.log during WebSphere plugin
generation for portal applications, that may be ignored, however
the excessive messages impede client's review of important
error messages.

The plugin generation code tries to load a portlet.xml file
found in a web module but fails because the XML parsing code
cannot find the schema file identified by the !DOCTYPE
statement:

This results in a message in the SystemOut.log, for example:

java.io.FileNotFoundException: Failed to locate entry [
WEB-INF/portlet_1.1.dtd ] in archive [

war8401101569655634210.tmp ] ]
In most cases this message is extraneous and can be ignored.

Problem conclusion

The XML parsing code has been changed to remove the message,
throw an exception, and allow the invoking code to decide if a
message is needed.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.31, 8.0.0.8, and 8.5.5.2.  Please refer to the
