Error description
The HTTP adapter cannot process any XML file with the Byte Order Mark (BOM) such as this file http://travel.state.gov/_res/rss/TWs.xml. Using NotePad++ with Hex Editor plugin, you will see the extra 3 characters at the beginning of the file: ef bb bf
Local fix
Manually remove the Byte Order Mark from the XML before proceeding.

Problem conclusion
The code was fixed to support BOM headers in XML files. The fix for this APAR is currently targeted for fixpack 5.0.6.2 and fixpack 6.0.0.2.
