  This APAR adds code to support the
  IMS Database Value Unit Edition (VUE)
  product.
  
  While testing this APAR it was noticed that the new CSL0012I
  message did not always appear on the z/OS console.  It
  always appeared in the joblog and the syslog, but not on the
  console.  If the ODBM address space was started before SCI,
  then both the CSL0012I message and the CSL0003A message
  appeared on the console.  If the ODBM address space was
  started after SCI then neither the CSL0012I nor the CSL0003A
  message were issued.  The CSL0012I message should have been
  issued in this case.  It turns out that CSLDPL10 was always
  trying to DOM the CSL0003A message, even when it was not
  issued.  This was causing the CSL0012I message to be DOMed
  when it should not have been, which resulted in the message
  not being displayed on the console.

  IBM IMS Database Value Unit Edition (VUE) V13.1 enables the
  deployment of new application workloads on the System z
  platform.  It is a OTC product that is intended for
  eligible net new applications or workloads that have been
  qualified and approved to run on a zNALC (System z New
  Application License Charges) LPAR.
