Local fix

Problem summary

  If interim fixes have been installed into the Liberty profile
  runtime that only contain static file changes rather than new
  fixed runtime bundles, when you run productInfo validate you
  will get a NullPointerException when the command attempts to
  see whether any interim fixes need to be re-applied.
  

Problem conclusion

• This APAR fixes the NPE and will then display any interim
  fixes that need to be reinstalled.
  
  The fix for this APAR is currently targeted for inclusion in
