  * PROBLEM DESCRIPTION: Invalid header chaining causes headers  *
  *                      to be ignored.                          *
  ****************************************************************

  When a message containing multiple headers is put to a queue
  CSQMCHKM will validate the headers are in the correct format,
  however if the Format field used to identify the next header
  is in the incorrect ccsid, any following headers are ignored
  and treated as message data.
  This behaviour is correct, however it is not always straight
  forward to identify the origin of a message with incorrect
  header chaining.
  

Problem conclusion

• A tunable parameter is added to enable additional validation of
  the format field in each header to verify it is in the correct
  ccsid. This parameter is intended for diagnostic purposes only,
  and should only be enabled under direction from IBM service
  personnel.
