PM90102: DECIMAL REPRESENTATION OF VALUE GETS INCORRECT WHEN RUN IN DQM ON CUSTOMERS ENVIRONMENT.

Error description

• Report has only one Query Calculation with simple decimal value
  as expression:    "0,6"  CQM works fine, but when report is run
  in DQM it shows incorrect decimal representation, in this case:
    "6"  This is spesific to environment and root cause has not
  been confirmed:    - Happens to all decimal values.    - Several
  testcases have same issue, aslo Cognos samples.   - Datasource
  independent (SQL Server, Informix, DB2)   - DB2 Content Store
  with Belgium territory settings, DB server and Cognos installed
  on OS that had initially nl-be locale/regional settings.
