A new HashMap added in PM73497 caused the performance
degradation

The new Hashmap generated for every transaction caused a
significant performance degradation.

Problem conclusion

Added optimization to use a single object and generate Hashmap
only for retransmitted transactions that happening rarely.

The fix for this APAR is currently targeted for inclusion in
fix pack 8.5.5.1.  Please refer to the Recommended Updates
