PM88987: TM1: Rules in }Element Security disappear after server restart

APAR status

• Closed as program error.

Error description

• When a user adds a rule to the }Element Security cube and the
  TM1 server gets restarted right away the rule gets lost.  If the
  rule gets re-added and another restart happens the rule
  persists. It seems to happen because when we re-start the server
  first time, only associated blb file gets created.   However,
  when the rule gets created again on the server re-start a RUX
  file gets created as well and the rule exists permanently.
