Error description

• The sending timestamp for the following notification email is
  always 1970/01/01 0:00 in IBM Rational Software Architect
  Design.
  
  - Model import success/fail
  - The notification of the added comment on the subscribing model
  element.
  - Reviewer notification (invitation for the review as the
  reviewer)
  - Review finalize

  The encoding used for timestamp in the email notifications
  was not supported by the Thunderbird email client.
  

Problem conclusion

• Changed to an encoding that the Thunderbird email client
  supports. This defect has been fixed in the Rational
  Software Architect Extension for Design Management 4.0.3
  release.
