Error description

• SQLPA v4.1 issues error choosing any of the reports from the
  Query limits (S, C, etc) ending with rc = 12.
  
  This can happen on systems where ISPF VIEW is disabled.
  
  Provide VIEW alternate BROWSE if VIEW is not enabled.
