PM87949: APAR PM63389 causes failures when running multiutil commands on Windows OS where ClearQuest DB/family name contain lower case

Error description

  • A defect was introduced in IBM Rational ClearQuest (CQ) through
    the fix APAR PM63389 'Clearquest login takes longer in 7.1.*
    versions due to changes  in reading/writing database information
     to registry' see:
    http://www.ibm.com/support/docview.wss?uid=swg1PM63389
    that may affect multiutil or other command line operations, in
    particular when a logical database name / family name has
    characters in lower case, when CQ is on the Microsoft Windows
    platform.
    
    Example:
    C:\?multiutil syncreplica -export -clan PAULO -site S1 -family
    DsaMP -user admin -p '' -workdir c:\temp\packets -fship -sclass
    -default S2
    Multiutil: CRMMS0093E Error: Exception: CRMMD1223E The database
    'DSAMP' belonging to the dbset 'CQMS.PAULO.S1' is not
    registered.
    
    Please first make sure you entered the correct database name and
    the correct dbset name, and then make sure the database and the
    dbset are registered.
    Multiutil: The syncreplica -export command failed.
    Multiutil: Error: Cannot remove working directory
    'c:\temp\packets' (The directory is not empty.)

    The defect was introduced in the 2012D patches (8.0.0.5 /
    7.1.2.9).
