Error description

• RTC 4.0 Enterprise Extensions dependency builds are taking a
  long time in the buildableFiles section.
  Some builds are taking 17-21 hours when they should be taking
  much less.
  In the debug analysis, there are many SystemDefinitionService
  calls to retrieve resource definitions. Many are multiples due
  to unresolved dependencies. In addition, the code does not
  appear to be using the dataset definition internal cache.
  Code is to be changed to correct these two issues.
