Error description

• When a CCF user issues /STA DB xxxx OPEN command, CCF reports
  RC0 even though the OPEN fails in IMS.
  Messages issued are:
  DFS0488I  STA COMMAND COMPLETED. DBN= xxxx     RC= 0
  DFS047A   UNABLE TO OBTAIN AUTHORIZATION FOR DATA BASE xxxx
            REASON CODE = 04. PSB=nnnnnnn
  CCF0488I STA COMMAND COMPLETED RC=0
