PM83539: SECURITYREFRESH NOT WORKING IN TI FOR NON-ADMIN USERS WITH SECURITY ACCESS SET

Error description

• Customer has a TI process that does a SecurityRefresh on the
  epilog tab.  Security access is set on the process and also on
  the processes being called within the process via
  ExecuteProcess.  ????When admin users run the process it does
  the security refresh, but when non-admin users do it the
  security refresh is not done.
